Why does a clean message still show low risk instead of safe?

We deliberately never label anything '100% safe'. A polite, short message may contain no matched patterns but still be from a scammer testing contact or building trust before the real ask. Low risk means 'we did not find strong evidence of scam' — not 'trust this sender'. Always use official apps and known phone numbers for anything involving money or credentials.
